Strengthening Early Childhood Education in India

Whole Child India, in partnership with the University of Notre Dame, has partnered with the Telangana Education Commission (TEC) to strengthen Early Childhood Education (ECE) across the state. The focus of this collaboration is enhancing curriculum quality, ensuring developmentally appropriate pedagogical approaches, and building the capacity of early childhood educators. The GC-DWC has evaluated the existing pre-primary curriculum and is preparing to create an updated nursery and kindergarten curriculum, as well as an updated training for ECE teachers. 

The core of this initiative is the systematic integration of Social and Emotional Learning (SEL), age-specific developmental milestones, and parental engagement strategies into both the syllabus and teacher training (DPSE). The curriculum development defines objectives and learning outcomes across key developmental domains, focusing on early language and literacy, early numeracy, and social-emotional development. It promotes inclusive, student-centered methodologies with a strong emphasis on play-based learning. Furthermore, activities are designed to foster bilingual capacities in both English and the regional language, Telugu. To ensure a high-quality, evidence-based program, the curriculum is being developed in consultation with an expert panel that includes international ECCE experts, pediatricians, and parent engagement specialists. 

The expected outcomes of this partnership are designed to create a sustainable impact on the future of ECE in Telangana. Building on the previous success of integrating a Whole School Approach to SEL course into B.Ed. programs across 71 colleges with Osmania University, this expanded effort will result in a revised and enriched pre-primary syllabus. Specifically, the project will produce a research-informed, developmentally appropriate curriculum and an updated DPSE program that better equips future educators with practical skills and child-centered pedagogies. Ultimately, this initiative aims to provide a strong foundation for early learning, enhance school readiness for children aged 3–6 years, and shape a generation of competent, compassionate educators dedicated to nurturing young learners holistically
